<h4 class="mb-8 wp-block-heading">ANALYSIS</h4>



<p><strong>The emerging government mantra for COVID suppression appears to be personal responsibility. Gone are the days of broad mandates and harsh restrictions.</strong></p>



<p>Victorians are now “strongly encouraged” to do the right thing themselves: mask up, use a rapid antigen test when unwell and stay home if sick or a test result is positive.</p>



<p>All fine in theory. But personal responsibility has limits.</p>



<p>Firstly, it only works if people do actually exercise their personal responsibility to protect themselves, their loved ones and those in their community.</p>



<p>You only have to step onto a train to see that in the limited spaces where masks are still mandated, many people are ignoring the very rules designed to protect them and those around them.</p>



<p>You’d expect that with about 10,000 new COVID cases being recorded each day and the death toll rising, people might think a bit more carefully about their personal responsibility.</p>



<p>But secondly, and perhaps most crucially, personal responsibility only works if you have the personal means to do what’s required. Basic economics applies: you can’t buy masks or self-fund your COVID tests without money.</p>



<p>If recent history is any guide, then increased demand, panic buying and price gouging will also inevitably lead to product shortages and price rises. Those with the available means will be outraged. But they will eventually shrug, mutter “Well, that’s annoying” and buy the necessary materials anyway.</p>

<p>But those with less money won’t fare so well.</p>



<p>They will be forced to navigate the world without the protection of a mask and regular RATs, or make heart-breaking sacrifices to afford these items. These may include skipping meals, not using electricity, missing necessary medication or not paying bills, further compounding other challenges in their lives.</p>



<p>People who are both poor and immunosuppressed, or medically vulnerable in some other way, may “choose” to stay home entirely, entering into a form of endless personal lockdown.</p>



<p>These scenarios are all utterly unacceptable. Your income and your postcode should not determine your health or the health of your loved ones and your local community.</p>



<p>A high-level public campaign to encourage more people to get a COVID booster also presents challenges. Simply asking people to get their jab isn’t good enough.</p>



<p>Broad campaigns don’t reach everybody, and not everybody has the financial or practical means to get immunised. This is especially true for disadvantaged, multicultural or geographically isolated communities.</p>



<p>Intensive community outreach, genuine engagement with community organisations and local leaders, and tailored communications efforts are critical to increasing vaccine uptake.</p>



<p>The Victorian government knows this, because it did an admirable job throughout 2021 as vaccine supplies finally rolled out. This effort must be sustained.</p>

<p>(National cabinet’s recent decision – after a week of near universal condemnation – to continue support payments for casual workers is a welcome counterpoint to the broader trend to personal responsibility.)</p>



<p>If Victoria is to move ahead successfully, the needs of vulnerable people and the community organisations that support them must not be an afterthought. They must be front and centre.</p>



<p>As an example, the state government has announced new cash grants for businesses to improve air quality in their premises. This makes sense as nobody wants to shop, dine or work in a stuffy, unventilated environment.</p>



<p>But community sector organisations – such as family violence refuges, homelessness support centres and community legal centres – aren’t eligible for these grants.</p>



<p>This is a particularly alarming omission given the people who frequent these settings often live with other forms of vulnerability, such as a health condition or a disability.</p>



<p>Nobody knows when this COVID rollercoaster will end, only that it’s not over yet.</p>



<p>For as long as COVID remains a threat, we must ensure the views and the needs of people with less or with existing precarious health are given the highest prominence.</p>



<p>The alternative is unthinkable: a two-track recovery, where those who can afford it live a life of relative safety and freedom, while everybody else endures a lower quality of life, punctuated by isolation and illness.</p>



<p>Nobody wants that.</p>

<h4 class="mb-8 has-orange-400-color has-text-color wp-block-heading">COVID ISSUES ALERT</h4>



<p><strong>New COVID sub-variants are buffeting Australia, and the Victorian Government is now urging people and workplaces to take <a href="https://www.premier.vic.gov.au/covid-advice-victorians-stay-well-winter" data-type="URL" data-id="https://www.premier.vic.gov.au/covid-advice-victorians-stay-well-winter" target="_blank" rel="noreferrer noopener">extra measures</a> to protect themselves</strong>.</p>



<p>It&#8217;s even launching a public campaign called ‘Stay Well in Winter&#8217;, to encourage mask wearing, booster shots and physical distancing.</p>



<p>This is all part of a broader trend to prioritise&nbsp;<em>personal</em>&nbsp;responsibility and&nbsp;<em>voluntary</em>&nbsp;measures over government-imposed rules and mandates.&nbsp;&nbsp; </p>



<p>If this shift is to occur successfully, the Victorian Government must take extra care to ensure nobody is left unprotected.</p>



<p>So here are six things for policymakers to consider:</p>

<h4 class="wp-block-heading">1.  <strong>How will people without much money afford masks?</strong></h4>



<p>Mask wearing is now officially recommended indoors. Previously announced mask mandates also remain in place for public transport, hospitals and aged care facilities. And <a rel="noreferrer noopener" href="https://www.theage.com.au/national/victoria/your-responsibility-the-best-advice-on-masks-20220713-p5b1bh.html" data-type="URL" data-id="https://www.theage.com.au/national/victoria/your-responsibility-the-best-advice-on-masks-20220713-p5b1bh.html" target="_blank">experts advise</a> disposable N95 masks offer much greater protection then reusable fabric masks.&nbsp; But what if you can&#8217;t afford to buy masks?&nbsp; Past COVID waves taught us that increased demand, panic buying and price gouging can lead to product shortages.&nbsp;<strong>Strategies must be put in place to ensure people on low incomes can easily access masks.</strong></p>

<h4 class="wp-block-heading">2.  <strong>How can low-income earners be expected to self-fund COVID testing?</strong></h4>



<p>Rapid Antigen Tests are recommended for personal use so people know when they&#8217;re infected and can seek treatment and isolate.&nbsp;Some workplaces and venues even make RAT testing a requirement of entry. Despite this, Federal and State schemes to provide free RATs to low-income earners are winding down. This means people will either&nbsp;<em>not</em>&nbsp;leave their homes,&nbsp;<em>not</em>&nbsp;test themselves or make other sacrifices to afford RATs. These scenarios are all undesirable. <strong>A mechanism must be created so people on low incomes can continue to access free COVID testing.</strong>&nbsp;</p>

<h4 class="wp-block-heading">3.  <strong>Will marginalised groups be adequately supported to receive COVID boosters?&nbsp;</strong>&nbsp;</h4>



<p>A high-level public awareness campaign&nbsp;urging people to get their latest COVID booster is admirable. But recent history teaches us that community outreach, engaging with grassroots community organisations and local leaders, and tailored communications efforts are critical to increasing vaccine uptake. This is especially true for disadvantaged, multicultural or geographically isolated communities. <strong>The government must continue to support community organisations and local community leaders to play their part in the&nbsp;COVID booster push.</strong></p>

<h4 class="wp-block-heading">4.  <strong>Will community organisations miss out on air ventilators?</strong></h4>



<p>A new round of government grants has been announced to help&nbsp;<em>businesses</em>&nbsp;buy air ventilators for their shops and offices. That&#8217;s great, but what about&nbsp;<em>community</em>&nbsp;<em>spaces</em>, such as: community health facilities, family violence refuges, homelessness support centres, community legal centres, etc?&nbsp;This is especially critical as the people who frequent these settings often live with forms of vulnerability, such as a health condition or disability. <strong>The operators of these critical services also require financial assistance to buy ventilators to protect their clients.&nbsp;</strong></p>

<h4 class="wp-block-heading">5.  <strong>How can people get food and other essentials while they isolate?</strong></h4>



<p>The Victorian Government has provided food relief and material support throughout the pandemic to people in serious need. Commonly, this is low-income people who are sick or isolating, but who don&#8217;t have the money or social network to get shopping delivered. With isolation requirements remaining in place it is crucial that plans are made for the long-term future of these support schemes. <strong>What is the government&#8217;s long-term plan to ensure people who must isolate can still access the essentials?</strong></p>

<p>With strong strategies in place to address these concerns, <em>all Victorians</em> will be able to take sensible steps to keep safe and enjoy an active winter with their friends, families,  workplaces and communities.</p>

<p>High-density living can be a potential incubator for COVID-19. The recent need for <a href="https://www.theguardian.com/australia-news/2020/jul/11/it-was-paternalism-how-government-support-for-melbournes-locked-down-public-housing-blocks-fell-short" target="_blank" rel="noopener">a ‘hard lockdown’ of large public housing estates</a> in North Melbourne and Flemington exposed this risk all too clearly.</p>
<p>But any apartment block or residential facility with lots of people living in close quarters and sharing common facilities (lifts, foyers, car parks, laundries, etc) presents similar challenges.</p>
<p>If public health experts again deem a ‘hard lockdown’ of this type of accomodation necessary, then so be it. We are not public health experts and we don’t quibble with their advice.</p>
<p>But we must learn from what happened in Flemington and North Melbourne.</p>
<p><strong>Here are five things that must be taken into account as part of any future ‘hard lockdown’:</strong></p>

<p>Every resident facing a ‘hard lockdown’ deserves to know:</p>
<ul>
<li>What’s going on?</li>
<li>Why?</li>
<li>For how long?</li>
<li>How their needs will be met during this period?</li>
</ul>
<p>This information must be communicated in a timely manner and in plain language, not legalese.</p>
<p>It must also be available in all relevant languages and in formats that are fully accessible for people with disabilities, including documents suitable to screen readers, Plain English versions, etc.</p>
<p>The first people learn about a ‘hard lockdown’ of their community must be from a clear piece of <em>direct</em> communication—not a news bulletin or a police siren.</p>

<p>&#8216;Locked down&#8217; facilities are not crime scenes and residents are not criminals.The involvement of police should be kept to an absolute minimum.</p>
<p>Extra challenges arise in places with residents from refugee, Aboriginal, Torres Strait Islander or migrant backgrounds. These communities are used to being overpoliced and subjected to racism.</p>
<p>A large police presence unnecessarily escalates tensions and complicates the delivery of public health measures.</p>

<p>COVID-19 is a public health crisis. Responses need to prioritise keeping people healthy and well.</p>
<p>That means responses led by nurses, public health officials and community health services.</p>
<p>It also means providing immediate access to healthy food, opportunities for fresh air and exercise, mental health support and medication.</p>
<p>Planning for the provision of these necessities must be done early—not as an afterthought.</p>
<p>It’s not a good outcome if people avoid COVID-19 but their overall health and wellbeing suffers.</p>

<p>Like any community, people in high-density accommodation have different needs.</p>
<p>Some people will have a disability. They might need help to shower, or to meet their sensory needs outside. There will be single parent families, people with food allergies or special dietary needs, people with pets needing walks. Some people will need medicine, or pharmacotherapies, or emergency dental care.</p>
<p>Before any &#8216;hard lockdown&#8217; commences, authorities must consider: How will people get the specific support they need, in a timely way? Will support workers and medical professionals have access and equipment so they can get in and help?</p>

<p><span lang="EN-US">But what we’re learning in this crisis is that much of the work that keeps our society functioning is <i>care</i> work.</span></p>
<p><span lang="EN-US">Health care, child care, aged care. These are some of the essential services that have kept Victoria going while most of us shelter at home.</span></p>
<p><span lang="EN-US">And then there are the people who continue to provide essential care in unpaid roles. If you’re one of the Victorians in these roles, chances are you can never clock off.</span></p>
<p><span lang="EN-US">A carer might be a parent, partner, friend, child or other relative of someone who needs care. They help with personal care, health care, transport and household work.</span></p>
<p><span lang="EN-US">Almost three-quarters of a million Victorians are someone’s carer, including almost 240,000 primary carers, who play key roles in assisting with communication, mobility and self care.</span></p>
<p><span lang="EN-US">These Victorians face a raft of new challenges during the pandemic, including lost income (for those carers juggling their unpaid caring role with paid employment) and increased cost-of-living pressures, while the work they do is made both harder and less visible by the conditions of lockdown.</span></p>
<p><span lang="EN-US">Here are </span><span lang="EN-US">eight</span><span lang="EN-US"> things that Victorian carers need to get through the next few months.</span></p>

<p><span lang="EN-US">Despite the increased financial pressure on carers, the $550 fortnightly Coronavirus Supplement that goes to other Centrelink recipients has not been extended to people who receive the Carer Payment. This is unfair and unsustainable. Kerry Janten is a carer for her son Luke, who has a disability. <a href="https://www.change.org/p/scott-morrison-pay-disability-pension-and-carer-payment-recipients-a-part-coronavirus-fortnightly-payment" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">As she puts it</a>: “</span>People with disability and carers are also suffering massive financial setbacks in the coronavirus economic downturn, due to changes in expenses and income… A fair and equitable way to address the unprecedented crisis would be to top up everyone’s fortnightly Centrelink payments.”</p>

<h5>2. <b><span lang="EN-US">Support to stay safe</span></b></h5>
<p><span lang="EN-US">Many carers are concerned about hygiene control measures</span><span lang="EN-US">,</span><span lang="EN-US"> access to personal protective equipment (PPE)</span><span lang="EN-US"> and the risk of COVID-19 entering their home through a support worker or from the carer themselves</span><span lang="EN-US">.</span><span lang="EN-US"> </span><span lang="EN-US"> While testing criteria – and access to testing – have now been expanded in Victoria to include anyone with symptoms, more support is needed for carers to keep their homes safe and clean to reduce the risk of the virus impacting the people they care for. This includes access to PPE and cleaning supplies, as well as priority access to testing and test results.</span></p>

<p>If unpaid carers need to self-isolate, or are unwell and unable to provide care, what accommodation and support options are available for them and for the people they support? While the Victorian Government has <a href="https://www.premier.vic.gov.au/supporting-victorians-with-disability-during-coronavirus/" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">announced a boost to respite care for carers</a> who become ill and need to self-isolate, further planning and resources are needed for these situations, including access to alternative accommodation for carers, and accessible emergency accommodation and support for those who need it when their carers can’t be there.</p>

<p><span lang="EN-US">Carers have been happy to see the measures many supermarkets have put in place to help them access essentials: things like priority shopping times and expanded eligibility to allow carers, family and friends to access essentials on behalf of the people they support. However, once supplies are restored across all stores, supermarkets should</span><span lang="EN-US"> provide additional support by</span><span lang="EN-US"> remov</span><span lang="EN-US">ing</span><span lang="EN-US"> or increas</span><span lang="EN-US">ing</span><span lang="EN-US"> the limits on staples and hygiene products</span><span lang="EN-US">,</span><span lang="EN-US"> to ensure people at higher risk from COVID-19 and those who care for them can follow </span><span lang="EN-US">stay-at-home</span><span lang="EN-US"> guidelines </span><span lang="EN-US">and</span><span lang="EN-US"> reduce their supermarket visits.</span></p>

<h5>5. <b><span lang="EN-US">Clarity in NDIS cancellation policy</span></b></h5>
<p><span lang="EN-US">While the NDIS has made a number of positive changes in response to the pandemic, the cancellation policy changes are presenting concerns for some participants, carers and families. Participants must now give</span><span lang="EN-US"> 10 days’ notice</span><span lang="EN-US"> to cancel a service</span><span lang="EN-US"> (up from two days), </span><span lang="EN-US">which </span><span lang="EN-US">mean</span><span lang="EN-US">s</span><span lang="EN-US"> in some instances providers are still being paid when participants are not receiving a service.</span><span lang="EN-US"> This could have big impacts on participants’ NDIS funding and, in turn, might reduce the amount of support they can receive.</span><span lang="EN-US"> The cancellation policy changes and all other NDIS measures need to be clearly communicated to </span><span lang="EN-US">NDIS participants and </span><span lang="EN-US">carers.</span></p>

<p><span lang="EN-US">Early in the pandemic, visitor restrictions were introduced for residential services, including disability and aged care facilities. However, some providers are imposing blanket bans on all visitors. This is not in line with government directives and cuts people off from their families for social and support needs. Family carers need clarity and consistency in visiting guidelines</span><span lang="EN-US">, and governments must ensure directives are fairly followed by all residential care providers</span><span lang="EN-US">.</span></p>

<p>Phone-based and online services like advisory lines, counselling and support services are helping a growing number of carers. However, some of these programs will need additional funding to meet increased demand. It’s also important to acknowledge that digital solutions don’t work for everyone; for example, older carers may find it harder to access online services.</p>

<p><span lang="EN-US">As more Victorians move in with family in the face of new work or financial circumstances, a lot more people could become informal carers. Some of these people might not even recognise that they’re filling this role</span><span lang="EN-US">, may not have the skills or support they need and won’t know where to go for help.</span><span lang="EN-US"> How will new carers be connected to support, both during the pandemic and beyond?</span></td>

<p><span lang="EN-US">Carers make an enormous contribution to our society. In economic terms, the national cost of replacing them <a href="https://www.carersvictoria.org.au/media/1741/carers-in-victoria-the-facts-flyer.pdf" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">has been estimated</a> at over $60 billion annually.</span></p>
<p><span lang="EN-US">They often do this important work out of love, but it can come at huge personal cost.</span></p>
<p><span lang="EN-US">Carers need support and resources, and during the Covid-19 crisis more than ever their work needs to be seen, valued and supported.</span></p>
<p><span lang="EN-US">Anything less is an unacceptable lack of care.</span></p>

		<title>Loneliness in the time of COVID</title>

										<content:encoded><![CDATA[<p><span lang="EN-US">You’d probably expect the social restrictions put in place to contain and control COVID-19 in Victoria to lead to a spike in loneliness.</span><span lang="EN-US"> </span></p>
<p><span lang="EN-US">And you’d be right, in part.</span></p>
<p><span lang="EN-US">Social isolation is not the same thing as loneliness. Someone can be socially isolated without necessarily feeling lonely; and vice versa, it’s possible to feel completely bereft and alone in a crowd.</span></p>
<p><span lang="EN-US">But social isolation <i>is</i> a risk factor for loneliness; as is the anxiety a lot of people are feeling in the current health and economic crises.</span></p>
<p><span lang="EN-US">For many weeks now Victorians haven’t been able to access their usual supports, including paid work, volunteering, playing sport, participating in community activities or just visiting family and friends.</span></p>
<p><span lang="EN-US">So it’s not surprising that helplines are experiencing a high volume of calls from people feeling isolated.</span></p>
<p><span lang="EN-US">But according to the organisation Friends for Good, who runs one such helpline, almost three million Victorians were experiencing loneliness <i>before</i> the pandemic.</span></p>
<p><span lang="EN-US">In a society as apparently connected and frenetic as ours, that’s a huge and alarming well of loneliness, and a social problem that never got much attention.</span></p>
<p><span lang="EN-US">One good thing that could come out of the Covid catastrophe is that we might get better at recognising and prioritising the need for real human connection.</span></p>
<p><span lang="EN-US">It’s a dark time for many people, but some of the work being done to link up communities and give vulnerable people hope and resilience is pretty inspiring.</span></p>
<p><span lang="EN-US">Just a few examples:</span></p>
<ul type="disc">
<li class="x_x_xxxmsonormal"><a href="https://buchan.vic.au/buchan-neighbourhood-house/" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">Buchan Neighbourhood House</a> established a phone tree for sharing urgent information during bushfire emergencies, but it’s now been repurposed into a weekly wellbeing check-in.</li>
<li class="x_x_xxxmsonormal"><a href="https://eccv.org.au/" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">Ethnic Communities Council of Victoria</a> reports that many organisations call vulnerable members every week to ask about their wellbeing and groceries supply.</li>
<li class="x_x_xxxmsonormal">Friends for Good’s <a href="http://www.friendline.org.au/" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">FriendLine</a> provides social connection via chats with volunteers by phone and online.</li>
<li class="x_x_xxxmsonormal"><a href="https://www.leongathacommunityhouse.org.au/" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">Leongatha Community House</a> is running online Zoom sessions for its music and language classes.</li>
<li class="x_x_xxxmsonormal"><a href="https://lively.org.au/" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">Lively</a> trains and employs young people to help older Victorians stay connected, which currently includes help like technology support and wellbeing check-ins.</li>
<li class="x_x_xxxmsonormal">Men’s Shed Association has launched <a href="https://mensshed.org/theshedonline/" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">The Shed Online</a>, which provides an online community forum for members to share experiences and discuss home DIY.</li>
<li class="x_x_xxxmsonormal"><a href="https://morwellnh.org.au/" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">Morwell Neighbourhood House</a> is calling its client database fortnightly to check up on their welfare, and have also been asking clients if they have family or friends who’d benefit from a call as well.</li>
<li class="x_x_xxxmsonormal"><a href="https://www.neighbourhoodconnect.org.au/" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">Neighbourhood Connect</a> facilitates neighbourhood groups across Australia and is providing online tools and tips for communities to stay connected during the pandemic.</li>
<li class="x_x_xxxmsonormal"><a href="https://www.tnh.org.au/" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">Thomastown Neighbourhood House</a> is calling vulnerable residents and dropping off flyers to letterboxes to reach people without internet access.</li>
<li class="x_x_xxxmsonormal"><a href="http://www.oldcourthousecommunitycentre.com.au/" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">Old Courthouse Community Centre</a> in Casterton made daily calls to isolated members of the community before the pandemic, but now one volunteer is matched with one resident to foster meaningful connections.</li>
</ul>
<p><span lang="EN-US">As well as all this there’s anecdotal evidence of more community-led focus on reaching out to people who might be vulnerable to loneliness. Neighbours dropping ‘</span><a href="https://www.abc.net.au/news/2020-03-29/coronavirus-and-how-to-be-a-good-neighbour/12096368" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable"><span lang="EN-US">connection cards</span></a><span lang="EN-US">’; a rash of artful </span><a href="https://www.abc.net.au/news/2020-04-02/coronavirus-covid-19-chalk-messages-on-streets-around-australia/12102778" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable"><span lang="EN-US">sidewalk messaging</span></a><span lang="EN-US">; even socially distant </span><a href="https://www.abc.net.au/news/2020-03-25/coronavirus-bear-hunts-around-the-world-including-melbourne/12085168" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable"><span lang="EN-US">teddybear hunts</span></a><span lang="EN-US"> to keep local kids happy.</span></p>
<p><span lang="EN-US">There have also been government initiatives to tackle loneliness in the community. The Victorian Government is providing phones and extra data to some vulnerable households, and launching a phone-line to reach out to isolated Victorians. And the Federal Government has launched the 24/7 Coronavirus Mental Wellbeing Support Service, developed by Beyond Blue and including a phone-line staffed by mental health professionals.</span></p>
<p><span lang="EN-US">More needs to be done, particularly for those groups who are most vulnerable to loneliness – including people who are young, culturally and linguistically diverse, living alone or unemployed.</span></p>
<p><span lang="EN-US">And of course the digital divide is being felt more strongly than ever, now that anyone on the wrong side of it is unable to access resources that have moved online, or keep in touch with family and friends. This includes more than 300,000 Victorian households with no internet access at all.</span></p>
<p><span lang="EN-US">The measures that are being taken by community organisations, individuals and governments are a recognition that loneliness is not, and never was, a peripheral problem.</span></p>
<p><span lang="EN-US">Humans are social animals, and maybe we’d lost sight of how much our health and wellbeing depends on staying connected to each other.</span></p>
<p><span lang="EN-US">Maybe Covid-19 will keep reminding us, even after the crisis has passed.</span></p>

<p><span lang="EN-US">Victoria, along with the rest of the world, is currently in a state of emergency.</span></p>
<p><span lang="EN-US">The medical emergency of Covid-19, and the economic emergency it has led to, is testing and stretching us in ways most of us have never experienced.</span></p>
<p><span lang="EN-US">But for others in our community a state of emergency has been the daily reality long before this.</span></p>
<p><span lang="EN-US">Not having enough food to eat, or a safe place to sleep, or treatment for severe mental illness. Unfortunately these are all familiar states of emergency for many Victorians. <a href="https://www.bettersafercare.vic.gov.au/news-and-media/report-shows-scale-of-food-insecurity-in-victoria" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">Food insecurity</a> alone has affected almost 1.8 million adults in Victoria every year.</span><span lang="EN-US"> </span></p>
<p><span lang="EN-US">And that’s before the current health and economic crises, which are driving so many more people into extreme need.</span></p>
<p><span lang="EN-US">Emergency relief agencies are somewhere people can go when they have no other options. Often run on the smell of an oily rag, they operate with a combination of government funding, private donations and income from sources like op shops.</span></p>
<p><span lang="EN-US">In the current situation, with more demand for their services than ever before, they face a whole new raft of challenges just to stay operational.</span></p>
<p><span lang="EN-US">Here are six things to consider, to help emergency relief agencies keep helping Victorians through the crisis.</span></p>

<p>&#8220;Government tracing app&#8221; are three words that send chills down some spines.</p>
<p>Australians are generally adverse to state surveillance and, let&#8217;s be frank, between robodebt and #censusfail the current Federal Government has a poor record with data, privacy and trust.</p>
<p>But stopping the spread of COVID-19 is the public health challenge of our lifetimes. Governments are using every tool in the box.</p>
<p>And one of those tools is <a href="https://www.theguardian.com/australia-news/2020/apr/26/australias-coronavirus-tracing-app-set-to-launch-today-despite-lingering-privacy-concerns" target="_blank" rel="noopener">a new smartphone app that logs peoples&#8217; interactions</a> for potential use by government contact tracers should that person later test positive to the virus.</p>
<p>We have concerns about this app. Done wrong, it means risks to safety, privacy and human rights.</p>
<p>But done right, it means lives are saved.</p>
<p>So here are some &#8216;red lines&#8217; if we want this scheme to succeed:</p>

<p>The app must be opt-in only. Nobody should be forced or pressured to use it, either by the government or their employer. There must not be any penalties for people who choose not to use the app. The government should not criticise or penalise these people either.</p>

<p><span lang="EN-US">Keeping people at home to keep the community safe from COVID-19. That’s been the response from all levels of government to the current crisis, and it’s arguably the only rational response there is.</span></p>
<p><span lang="EN-US">But for some Victorians, home is the least safe place they could be.</span></p>
<p><span lang="EN-US">Anyone experiencing family violence is likely to be in greater danger at the moment. Victim-survivors are deprived of the visibility of regular social contact and the safety of any distance from their abusers – of workplaces, schools, doctors offices, even libraries or mothers groups.</span></p>
<p><span lang="EN-US">How can we detect and respond to family violence in this new world?</span></p>
<p><span lang="EN-US">There have been attempts to address this question, but responding to such a dangerous threat in such unprecedented conditions can be like playing whack-a-mole, unforeseen problems popping up all over the place. And the threat is <a href="https://www.abc.net.au/news/2020-03-29/coronavirus-family-violence-surge-in-victoria/12098546" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">only getting worse</a>.</span></p>
<p><span lang="EN-US">With that in mind, here are six questions that need to be considered if we’re going to keep <i>all</i> Victorians safe during the COVID-19 crisis.</span></p>

Victim-survivors are less likely to be able to afford new housing on their own, or to keep up the rent if their abuser leaves. What safe housing support is available to women and children to get them through the health and economic crisis?</p>

And will victim-survivors still have access to legal support to assist with intervention order hearings and other court appearances, or with renegotiating parenting orders?</p>

We’ve heard of initiatives like bulk purchasing hotel and motel accommodation and we hope to see this used to prevent outbreaks, but we haven’t seen the details yet. Will family violence victim-survivors be a priority cohort for emergency accommodation?</td>

<p><span lang="en-US">COVID-19 presents an international public health crisis.</span></p>
<p><span lang="en-US">But on the most daily level, what it means for many of us is lots of time at home.</span></p>
<p><span lang="en-US">We’re all adjusting to this new reality (some in more <a href="https://www.theguardian.com/lifeandstyle/2020/apr/10/coronavirus-stars-bbc-sports-commentator-andrew-cotters-dogs-olive-and-mabel-go-viral" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">creative ways</a> than others).</span></p>
<p><span lang="en-US">Over the next few months, as winter digs in, there will be one aspect of adjustment that could hit some people particularly hard: energy use.</span></p>
<p><span lang="en-US">Energy hardship has been an <a href="https://vcoss.org.au/policy/power-struggles-everyday-battles-to-stay-connected/" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">increasing problem</a> for Victorians long before the current crisis. For some households, having to choose between keeping the lights on and buying medicine or putting food on the table isn’t a new experience.</span></p>
<p><span lang="en-US">This should never have been the reality for any Victorian household. Now, with so many people stuck at home and on reduced incomes, the concern is that this reality will become much more commonplace and more acute.</span></p>
<p><span lang="en-US">Here are six things that need to be considered, to get Victorians through the long winter months at home.</span></p>

<p><span lang="en-US">Coming into winter, <a href="https://piac.asn.au/wp-content/uploads/2020/03/COVID-19-National-Energy-Hardship-Relief-Package.pdf" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">modelling</a> suggests that some households could be more than $200 a month worse off with their bills as a result of COVID-19. Will the Commonwealth and/or State Government provide additional concessions </span><span lang="en-US">or rebates to help low-income households?</span></p>

<h5>2. <span lang="en-US"><b>An energy crisis will hit already vulnerable people</b></span></h5>
<p><span lang="en-US">One insidious thing about energy hardship is that it can be a slow-burn problem. Keeping the heater on during winter self-isolation might come back to bite in months’ and years’ time.</span><span lang="en-US"> </span><span lang="en-US"> This is particularly worrying for people in already precarious situations like single parents, people with <a href="https://vcoss.org.au/analysis/2019/05/energy-and-health/" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">disabilities and health issues</a>, and culturally and linguistically diverse communities. What extra help can those people d</span><span lang="en-US">epend on if they experience bill shock?</span></p>

<h5>3. <span lang="en-US"><b>Retailers need more than encouragement </b></span></h5>
<p><span lang="en-US">Pre-COVID requirements and public reminders from the <a title="https://www.esc.vic.gov.au/media-centre/safety-net-victorians-suffering-energy-bill-stress" href="https://www.esc.vic.gov.au/media-centre/safety-net-victorians-suffering-energy-bill-stress" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">regulator</a> state that retailers have an obligation to ‘be helpful’ if energy users have trouble paying their bills. But what this means in practice is not necessarily clear. Public commitments to <a href="https://vcoss.org.au/news/covid-financial-relief/">no disconnections, debt collections and late fees</a> would be an important start. There is no obligation for retailers to waive bills, and introducing payment plans could see some customers stuck with a debt crisis on the other side of the health crisis. Retailers need to absorb more of the cost and commit to lessening the burden on customers.</span></p>

<p><span lang="en-US">Navigating information lines, call centres and websites can be an extremely stressful experience in already stressful times, particularly for people with mental health challenges (and research has shown that mental ill-health and energy hardship are <a href="https://vcoss.org.au/advocacy/insight/mental-health-and-power-prices/" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">often correlated</a>). Better access to <a href="https://vcoss.org.au/analysis/now-more-than-ever-victoria-needs-an-army-of-financial-counsellors/" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">financial counselling</a> could help people experiencing this kind of vulnerability. </span><span lang="en-US">How do we quickly prepare financial counsellors and get them to the areas they are needed?</span></td>

<p>Community organisations provide valuable services to struggling Victorians, needed now more than ever. These organisations are changing the way they work in response to the pandemic. With remote staff requiring home-based workstations and a host of new expenses, organisations will need assistance to manage the transition. What measures will be put in place to help community organisations meet rising costs, including energy bills?</p>

<h5>6. <b>Healthier homes mean cheaper bills</b></h5>
<p>Poorly insulated homes with power-hungry appliances have been a problem pushing energy bills up long <a href="https://vcoss.org.au/policy/power-struggles-everyday-battles-to-stay-connected/" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable">before the COVID-19 crisis hit</a>. That problem will be magnified with vulnerable people out of work and stuck at home. Low-income households can’t afford to make the big changes that would make the most difference to their bills, like buying new appliances or installing rooftop solar. Investing in energy efficiency programs and expanding rollout of rooftop solar not only helps these people, it means more jobs and economic stimulus to help in the recovery. It’s win/win.</td>

<p>&nbsp;</p>
<p><span lang="en-US">As a general message to energy consumers: if you’re having trouble paying a bill it’s best to let the retailer know straight away. And let them know that if they won’t help your next call will be to the <a href="https://www.ewov.com.au/">energy and water ombudsman</a>.</span></p>
<p><span lang="en-US">But the onus here can’t just be on consumers. Retailers, regulators and governments have an obligation to provide more clarity and more assistance.</span></p>
<p><span lang="en-US">Anything less risks leaving vulnerable Victorians out in the cold at the toughest of times.</span></p>

		<title>What household lockdown might mean for different kinds of households</title>

					<description><![CDATA[Every household is different, and self-isolation rules will hit some harder than others.]]></description>
										<content:encoded><![CDATA[<p><span lang="EN-US">The Victorian self-isolation rules have been put in place in the interests of public health and safety. We’re not in the business of second-guessing that.</span></p>
<p><span lang="EN-US">But it’s worth remembering that every household is different, and these rules will hit some harder than others.</span></p>
<p><span lang="EN-US">For ‘conventional’ nuclear-family households – parents who live together with their kids – there are definitely challenges (just google ‘home lockdown + divorce rates’), but at least the logistics are usually simple enough to follow.</span></p>
<p><span lang="EN-US">These families are allowed to go outside together, allowed to congregate in groups of more than two. For these Victorians the challenges are likely to be about <i>more</i> family time, not less.</span></p>
<p><span lang="EN-US">For other types of households the challenges are different, sometimes stickier, and in some cases Victorian households might need different kinds of support.</span></p>
<p><span lang="EN-US">With that in mind, here are five questions to think about as we go forward with the self-isolation rules:</span></p>

<li class="x_x_x_MsoNormal"><b><span lang="EN-US">What support is available for sole-parent households?</span></b><span lang="EN-US"><span lang="EN-US"><br />
When we talk about sole-parent households we’re overwhelmingly talking about those headed by single mothers. In Victoria this group comprises one in eight families – almost 200,000 households. And these households often rely on external family and friends for help with childcare and other daily needs. The Council of Single Mothers and their Children is worried about that support being cut off. What help will single mothers have to get through the lockdown?</span></span>&nbsp;</li>
<li class="x_x_x_MsoNormal"><b><span lang="EN-US">How should Victorians manage joint child custody?</span></b><span lang="EN-US"><span lang="EN-US"><br />
Many separated and divorced parents have custody agreements or family law orders that involve children being ferried between multiple households. This is particularly concerning for immune-deficient parents, since children can carry and pass on the virus. What measures are in place to assist these Victorian households?</span></span>&nbsp;</li>
<li class="x_x_x_MsoNormal"><b><span lang="EN-US">How will the lockdown affect households in culturally and linguistically diverse (CALD) communities?</span></b><span lang="EN-US"><span lang="EN-US"><br />
Many CALD communities are tightknit, with support networks that extend beyond immediate households. This can have positive effects during the coronavirus crisis, with extended family and neighbours delivering food and supplies to vulnerable people. But being linguistically and sometimes physically isolated, these communities might also be particularly impacted by self-isolation. What support can these households and communities rely on?</span></span>&nbsp;</li>
<li class="x_x_x_MsoNormal"><b><span lang="EN-US">What about share houses?</span></b><span lang="EN-US"><span lang="EN-US"><br />
While even close families are sharing more personal space than ever before, residents in share houses are locked down in close quarters with housemates who might be virtual strangers, while being cut off from families and loved ones they don’t live with. This level of enforced cohabitation/isolation can cause anxiety and stress, particularly if a housemate is putting others at risk by not following the stay-at-home directions. What should people do if share-housing becomes a lockdown nightmare?</span></span>&nbsp;</li>
<li class="x_x_x_MsoNormal"><b><span lang="EN-US">What support is there for people living alone?</span></b><span lang="EN-US"><br />
While those with young children might enjoy the odd snarky meme about all the free time and hobbies that family-free people are assumed to be enjoying, people who live alone might actually be facing profound and unenviable social isolation. Welfare groups have reported a huge spike in the amount of calls they’re receiving to helplines and online chat services. Are policies around the lockdown measures taking account of the serious mental health issues caused by social isolation and loneliness for those who live alone?</span></li>
</ol>
<p><span lang="EN-US">We don’t raise these questions to advocate for changes to the self-isolation rules; but we do advocate for policies and programs that take into account the different circumstances of different households.</span></p>
<p><span lang="EN-US">This might mean assistance aimed at single parents, education programs to lessen the digital divide for CALD communities, or extra mental health resources targeted to young people living out of home.</span></p>
<p><span lang="EN-US">Because we need to make sure that no Victorians feel invisible or forgotten in lockdown.</span></p>

<p>Governments are currently rushing to ban evictions and protect renters from financial ruin. This is a good thing, and something the community sector has been calling for.</p>
<p>With many Victorians out of work and on the brink, the worst thing right now would be a spike in evictions, and people homeless or house-hunting.</p>
<p>The headline announcements, so far, have been:</p>
<ul>
<li>A six-month evictions ban for tenants experiencing financial distress &#8220;due to the impact of coronavirus&#8221;.</li>
<li>More generous income support (Centrelink payments) for people out of work.</li>
<li>Extra funding for some homelessness services, so they can give struggling renters money to help cover housing costs.</li>
</ul>
<p>It’s a good start. But there are still many unknowns, and a risk of unintended consequences if we don’t get this right.</p>
<p>So, here are <strong>six key questions that need to be answered:</strong></p>

<h5>1.  What kind of evictions <em>aren&#8217;t</em> banned?</h5>
<p><span style="font-family: inherit; font-size: inherit; background-color: transparent;">There might still be extreme circumstances where an eviction is required. Family violence comes to mind. But these circumstances need to be clearly defined. They must be broad enough to be fair, but not so broad that cunning landlords use them to sidestep the eviction ban. For example, can a person still be evicted if the owner needs to move back into their investment property? Or if they are harming (or threatening to harm) members of their family or household, or neighbours, or the home itself? If so, the question then becomes: what happens to those evicted people, given the rental market will essentially be in sleep mode?</span></p>

<h5>2.  What happens at the end of the eviction ban?</h5>
<p>If a family can&#8217;t pay the rent in full, but avoids eviction, there&#8217;s a danger they could end up significantly in arrears. Will this debt be forgiven? Or will struggling tenants suddenly be expected to pay up at the end of the eviction ban? Demanding tenants who have been doing it tough to suddenly cough up a big pile of cash during a (likely) recession is unrealistic, and would drive them further into poverty. The last thing we need is to emerge from the health crisis with a debt crisis.</p>

<h5>3.  What about tenants who are experiencing financial distress, but <em>not</em> as a &#8216;direct result&#8217; of COVID-19?</h5>
<p>Australia is experiencing a significant economic downturn, unseen in a generation. We are currently witnessing the first flush of economic contractions as a direct result of COVID-19, things like immediate job losses. But we may soon get to a point where the number of people in financial distress as a result of the broader economic downturn dwarves the number of people affected as a &#8220;direct result&#8221; of COVID-19. If the language defining the eviction ban is too narrow, then people in genuine need will miss out on protection.</p>

<h5> 4.  What about rent providers?</h5>
<p>Renters, landlords, community housing providers and the banks are being encouraged to strike private agreements (so-called &#8216;handshake deals&#8217;) on mortgage and rent relief measures. This could include measures like temporary reductions, waivers or deferrals. But there is little clarity about if and how housing providers will be assisted to absorb any impact. For example, how will mortgage payments be covered during this time? How can we ensure we don’t push a financial crisis from one part of our housing market to another?</p>

<h5>5.  What happens if &#8216;handshake deals&#8217; can&#8217;t be struck?</h5>
<p>The housing sector is riddled with power imbalances. If you&#8217;re a renter, your landlord has more power than you. If you&#8217;re a housing provider, you are subject to the whims of your bank and other creditors. So asking renters, banks and providers to reach private agreements could be dangerous. The National Cabinet hasn’t offered guidance on what to do if a suitable agreement can’t be reached. What recourse do renters have?</p>

<h5>6.  What about those who still can’t get, or can&#8217;t get <em>enough</em>, income support?</h5>
<p>For people who were already struggling before this pandemic the new income support payments might not be enough to cover the rent. Others groups – such as people on working or student visas and people seeking asylum – are to be denied the new payments all together. What happens to them? The planned payments to homelessness services may not be enough in the circumstances, either. These are services that were overworked and underfunded before the current crisis, and their workload just swelled dramatically. How can we ensure these critical services can meet demand?</td>

<p>We know these policies are being developed at top speed and the situation can change quickly. But that only increases the risk of getting some things wrong.</p>
<p>Our main priority for the next six months must be to keep people in their homes and isolated from others, in order to &#8216;flatten the curve&#8217; and end the current health crisis.</p>
<p>Which means we need to get this right.</p>
<p>We hope these questions will be addressed over the coming days, and that every Victorian can be safe and secure in their home.</p>

<p>The Victorian Government has <a href="https://twitter.com/murpharoo/status/1241573962393370624" target="_blank" rel="noopener">brought forward autumn school holidays</a>, essentially shutting public schools from Tuesday March 24th. This decision was made on the advice of the state&#8217;s Chief Health Officer.</p>
<p>VCOSS doesn’t have a formal view on this matter—that&#8217;s not our area.</p>
<p>But it must be acknowledged that closing schools, even temporarily, will produce wide ranging and potentially disastrous social consequences.</p>
<p>So, <strong>here are eight things that must be considered as we shut the schools and send kids home:</strong></p>

<p>Roughly 10,000 kids disengage and drop-out of school each year, jeopardizing their mental health and putting them at risk of homelessness and criminal activity. How do we make sure these kids (who are already teetering on the edge of disengagement) stay connected during the shutdown, and return to school when they reopen?</td>

<p>We hope this list highlights some of the unintended consequences that may occur as a result of school closures.</p>
<p>VCOSS has never said <em>&#8220;shut the schools&#8221;</em> or <em>&#8220;don&#8217;t shut the schools’.</em></p>
<p>Our message is simple: if schools must close, we must look after all those kids, parents, carers and families in our community who are vulnerable, and who might suffer as a result.</p>
